KNOXVILLE, Tenn. (AP) ? Before an unruly Tennessee party ended with a student hospitalized for a dangerously high blood alcohol level, most people had probably never heard of alcohol enemas.
Thanks to the drunken exploits of a fraternity at the University of Tennessee, the bizarre way of getting drunk is giving parents, administrators and health care workers a new fear.
When Alexander "Xander" Broughton, 20, was delivered to the hospital after midnight on Sept. 22, his blood alcohol level was measured at 0.448 percent ? nearly six times the intoxication that defines drunken driving in the state. Injuries to his rectum led hospital officials to fear he had been sodomized.
Police documents show that when an officer interviewed a fellow fraternity member about what happened, the student said the injuries had been caused by an alcohol enema.
"It is believed that members of the fraternity were utilizing rubber tubing inserted into their rectums as a conduit for alcohol," according to a police report.
While Broughton told police he remembered participating in a drinking game with fellow members of the Pi Kappa Alpha chapter, he denied having an alcohol enema. Police concluded otherwise from evidence they found at the frat house, including boxes of Franzia Sunset Blush wine.
"He also had no recollection of losing control of his bowels and defecating on himself," according to a university police report that includes photos of the mess left behind in the fraternity house after the party.
Broughton did not respond to a cellphone message seeking comment on Friday.
The university responded with swift investigation and a decision Friday to shutter the fraternity until at least 2015. The national Pi Kappa Alpha fraternity organization also accepted the withdrawal of the campus charter.
Alcohol enemas have been the punch lines of YouTube videos, a stunt in a "Jackass" movie and a song by the punk band NOFX called "Party Enema." But Corey Slovis, chairman of department of emergency medicine and Vanderbilt University Medical Center, said actually going through with the deed can have severe consequences.
"It's something that offers no advantages, while at the same time risking someone's life," he said.
The procedure bypasses the stomach, accelerating the absorption rate, Slovis said. Pouring the alcohol through a funnel can increase the amount of alcohol consumed because it's hard to gauge how much is going in.
"When you're dumping it into your rectum, often via a funnel, one or two ounces seems like such a minuscule amount," he said. Ingesting more can create unconsciousness quite quickly, he explained.
The effects have been fatal in at least one case. An autopsy performed after the death of a 58-year-old Texas man in 2004 showed he had been given an enema with enough sherry to have a blood alcohol level of 0.47 percent. Negligent homicide charges were later dropped against his wife, who said she gave him the enema.
Students walking across campus this week generally responded with sighs and eye rolls when asked about the allegations.
"It's like a big joke," said Erica Davis, a freshman from Hendersonville. "Because who does that?"
Gordon Ray, a senior from Morristown, said the details of the case caught him off guard, but not the fact that fraternity members would be overdoing it with alcohol.
"It is definitely over the top," said Ray. "But it doesn't surprise me, I don't guess."
The harm the news has done to the university's national reputation was on the mind of several students.
"If someone wants to be stupid, then they should do it where it won't affect anyone else," said Marlon Alessandra, freshman from Independence, Va.
James E. Lange, who coordinates alcohol and drug abuse prevention strategies at San Diego State University, said alcohol enemas aren't a common occurrence on campuses, though normal consumption still contributes to hundreds of student deaths annually. And many of those can be attributed to reckless attitudes about the consequences of heavy drinking, he said.
"It's not unusual to hear that students are drinking to get drunk," he said.
Lange said he hopes students don't draw the wrong lessons from the University of Tennessee incident.
"Students and people in general are pretty good at denying that they are at risk for whatever happened to someone else," he said. "So they can look at something like this and say 'I'm OK because I would never do that.'
"However, they may be drinking heavily, or doing things like mixing alcohol with prescription meds that is putting them at serious risk," he said.
To Tennessee freshman Cody Privett of Sevierville, there's nothing appealing about the incident on his campus.
"It's stupid, it's an unfortunate situation," said Privett, of Sevierville. "I mean there's partying, and then there's other things."

WASHINGTON (Reuters) - A paper published by China's biggest telecommunications equipment maker said the company's path into the United States had been blocked by unsubstantiated "allegations based on allegations" that threatened to harm ties between the world's two biggest economies.
The complaint published by Huawei Technologies Co - topped by a reference to McCarthy-era Red Scare witch-hunting - was spelled out on the eve of the company's scheduled testimony Thursday at a rare public hearing of the U.S. House of Representatives' Intelligence Committee.
The committee is completing a nearly year-long investigation of security threats allegedly posed by equipment sold by Shenzhen, China-based Huawei, as well as ZTE Corp, a smaller cross-town rival also frustrated by challenges entering the U.S. market.
The concern is that their products may be booby-trapped and provide the Chinese "an opportunity for greater foreign espionage, threaten our critical infrastructure, or increase the opportunities for Chinese economic espionage," the Republican-led House Intelligence panel said in a notice about the hearing.
Huawei, second only in telecom gear sales worldwide to Sweden's Ericsson, pushed back with an 81-page paper titled "The Case for Huawei in America," published on the web site of its U.S. subsidiary Wednesday night.
"Much of the evidence fueling lawmakers' concerns remains classified," said the heavily footnoted paper by Dan Steinbock, described as an authority on trade and investment and U.S.-Chinese relations.
"However, when one set of allegations are substantiated with another set of allegations, the line between investigation and maltreatment grows thin," the Huawei-commissioned paper said, decrying "allegations based on allegations."
Continued rebuffs of Huawei in the United States, the document added, "is giving rise to a de facto blueprint for mirror-like Chinese measures to protect perceived strategic industries in the mainland."
William Plummer, a spokesman in the United States for Huawei, said the words in the paper belonged to Steinbock, not the company.

A spokesman for the Chinese embassy had no immediate comment on the congressional hearing. Testifying for Huawei will be Charles Ding, a corporate senior vice president; for ZTE, Zhu Jinyun, senior vice president for North America and Europe.
The two are believed to be the first representatives of major Chinese corporations to testify before a U.S. congressional committee.
Huawei and Bain Capital Partners were forced to give up their bid in 2008 for computer-equipment maker 3Com Corp after the Committee on Foreign Investment in the United States - an interagency group led by the Treasury Department - raised objections. Last year, Huawei dropped plans to buy certain assets from 3Leaf Systems, a computer services company, after more problems with the foreign investment panel.
An unsuccessful outcome for Huawei in the United States would have "adverse implications" for U.S.-Chinese relations far beyond Huawei, the paper paid for by Huawei said.
The paper's cover sheet quoted the U.S. journalist Edward R. Murrow on Senator Joseph McCarthy, whose "Red Scare" hearings in the early 1950s become synonymous with reckless, witch-hunt hysteria.
"No one familiar with the history of this country can deny that congressional committees are useful," said the Murrow quote reproduced in the paper. "It is necessary to investigate before legislating, but the line between investigating and persecuting is a very fine one."
A White House spokeswoman said President Barack Obama's administration was looking broadly at the opportunities, risks and implications of reliance on global, commercial markets, not aiming at "any particular company."
"We understand the potential for risks to our country introduced via the supply chain for telecommunications equipment and services," said spokeswoman Caitlin Hayden.
Across the government, efforts are under way to institutionalize understanding of the telecommunications environment for a "nuanced response to risk that addresses national security concerns as well as the competitiveness of industry and the U.S. economy," she said by email.

WASHINGTON (AP) ? The ranks of America's poor remain stuck at a record 15 percent, the Census Bureau reported Wednesday.
Roughly 46.2 million people remained below the poverty line in 2011, unchanged from 2010. The figure is the highest in more than half a century.
And while joblessness is persistently high, the gap between rich and poor increased in the last year. The top 1 percent of wage earners had a 6 percent increase in income, while income at the bottom 40 percent of earners was basically unchanged, said David Johnson, the chief of the Census Bureau's household economics division.
"A lot of the increase is driven by changes at the very top of the distribution," Johnson said.
The report comes less than two months before the November presidential election, where the still-weak U.S. economy is the top issue for voters deciding between the leading candidates, President Barack Obama and Republican Mitt Romney.
Experts had predicted a fourth straight annual rise in the poverty rate, but dwindling unemployment benefits and modest job gains helped to keep that from happening.
"This is good news and a surprise," said Sheldon Danziger, a University of Michigan economist who closely tracks poverty. He pointed to a continuing boost from new unemployment benefits passed in 2009 that gave workers up to 99 weeks of payments after layoffs and didn't run out for many people until late 2011. Also, job gains in the private sector helped offset cuts in state and local government workers.
"It would indicate the stimulus was even more effective than believed," he said.
The overall poverty rate was statistically unchanged from the 15.1 percent in the previous year. The figure is the highest since 1983.
The median, or midpoint, household income was $50,054 ? 1.5 percent lower than 2010 and a second straight decline.
The census report provides a mixed picture of the economic well-being of U.S. households for 2011, when the unemployment rate improved to 8.9 percent from 9.6 percent in the previous year.
For last year, the official poverty line was an annual income of $23,021 for a family of four.
Broken down by state, New Mexico had the highest share of poor people, at 22.2 percent, according to rough calculations by the Census Bureau. It was followed by Louisiana, the District of Columbia, South Carolina, Arkansas and Georgia.
On the other end of the scale, New Hampshire had the lowest, at 7.6 percent.
Bruce D. Meyer, an economist at the University of Chicago, said it was disappointing that poverty levels did not improve. He described it as a sign of lingering problems in the labor market, even with recent declines in unemployment. "The drop in the unemployment rate has been due in significant part to workers leaving the labor force, because they are discouraged, back in school, taking care of family or other reasons," he said.
The official poverty level is based on a government calculation that includes only income before tax deductions. It excludes capital gains or accumulated wealth, such as home ownership.
As a result, the official poverty rate takes into account the effects of some stimulus programs passed in 2009, such as unemployment benefits, as well as jobs that were created or saved by government spending. It does not factor in noncash government aid such as tax credits and food stamps.
Johnson attributed the better-than-expected poverty numbers to increases in full-time workers over the last year. He also estimated that expanded unemployment benefits helped keep 1.6 million working-age people out of poverty.
Social Security, a federal support program for older Americans, also lifted roughly 14.5 million seniors above the poverty line. Without those cash payments, the number of people ages 65 and older living in poverty would have increased five-fold, he said.
The share of Americans without health coverage fell from 16.3 percent to 15.7 percent, or 48.6 million people. It was the biggest decline in the number of uninsured since 1999, boosted in part by increased coverage for young adults under the new health care law that allows them to be covered under their parents' health insurance until age 26.
Congress passed the health overhaul in 2010 to address the rising numbers of uninsured people. During this election year, the law has come under increasing criticism from Republicans, including Romney, who has pledged to push a repeal if he is elected. The main provisions of the health care law will not take effect until 2014.

MORE PROTESTS IN CAIRO, YEMEN: The anti-Islam film "Innocence of Muslims" has sparked still more protests at U.S. embassies, ABC's Anthony Castellano and Kevin Dolak report: Protesters have rushed the U.S. Embassy in Sana'a, Yemen, while further demonstrations broke out outside U.S. Embassy in Cairo. Protesters in Sana'a managed to breach the area past the main gate at the U.S. Embassy, a Yemeni official said early Thursday. "Smoke is rising, they just flooded the security barriers. ROMNEY RESPONSE COMES UNDER FIRE: ABC's Jake Tapper reported for "World News" on Mitt Romney's criticism of the Obama administration. Tapper: Tuesday night "when Americans were still in harm's way and Ambassador Stevens was still missing, Mitt Romney went after the president. The object of his ire: this press release from the U.S. embassy in Cairo, Egypt, condemning the anti-Muslim movie's attempt 'to hurt the religious feelings of Muslims.' Romney called it 'disgraceful that the Obama administration's first response was not to condemn attacks on our diplomatic missions, but to sympathize with those who waged the attacks.' But the U.S. embassy's statement about the movie was made before the diplomatic posts in Cairo and Libya were attacks. When asked about timing [Wednesday], Romney stood firm. The embassy had tweeted, post attack, that its original statement still applied, the campaign said. And as for U.S. personnel still having been in danger? ROMNEY'S TIMING - ALL ABOUT A TWEET: ABC's Jonathan Karl reports: Here's what happened: Before the attack the Cairo embassy issued its now-famous statement saying, "We firmly reject the actions by those who abuse the universal right of free speech to hurt the religious beliefs of others." After the breach, the embassy re-iterated the statement. This came in the form of a tweet that has now been deleted from the embassy's twitter feed. ? When asked why Romney incorrectly said the statement came after the attack, the Romney campaign pointed to the tweet.
THE NOTE:
A while back - even before Mitt Romney had assumed the mantle of presumptive Republican nominee - Yahoo News' political columnist and long-time election analyst Jeff Greenfield wrote about 2012's "Black Swan."
His column had nothing to do with the 2010 ballet-noir film starring Natalie Portman, but rather a 2007 book by author Nassim Nicholas Taleb, which as Greenfield wrote, "examines our persistent 'ability' to ignore the potentially huge effects of unlikely, random events" - what Taleb termed "Black Swans." http://yhoo.it/KEkGY6
Given the violence against American diplomatic missions in Middle East, and the deaths of four U.S. personnel including Ambassador Chris Stevens, and the spreading tensions to other parts of the world, we may have an election-year Black Swan on our hands.
And now it's up to both candidates to turn that challenge into an opportunity.
Before and after the killings in Benghazi, Mitt Romney's strategy has been to come out swinging. His defiant statement yesterday, accusing President Obama of sending "mixed messages to the world" showed Romney's willingness to make this week's foreign policy crisis a campaign issue - even if the facts weren't entirely on his side.
(Romney initially lashed out at a statement from the U.S. Embassy in Cairo criticizing an anti-Muslim movie that started the conflagration in the Middle East. But the statement was released before the attacks on America's diplomatic missions in Cairo or Benghazi had taken place.)
Even so at his news conference in Jacksonville, Fla. yesterday, Romney called it "disgraceful that the Obama administration's first response was not to condemn attacks on our diplomatic missions, but to sympathize with those who waged the attacks."
This morning the Romney campaign is proudly touting a Wall Street Journal editorial titled "Romney Offends the Pundits," which points a finger at the media: "Tuesday's assaults on the U.S. Embassies in Benghazi and Cairo have injected foreign policy into the Presidential campaign, but suddenly the parsons of the press corps are offended by the debate. They're upset that Mitt Romney had the gall to criticize the State Department for a statement that the White House itself disavowed." http://on.wsj.com/PcKhIg
The campaign is also circulating an Op-Ed, also in the Wall Street Journal today, penned by Liz Cheney who criticized the president's response: "Apologizing for America, appeasing our enemies, abandoning our allies and slashing our military are the hallmarks of Mr. Obama's foreign policy." http://on.wsj.com/PcJiI2
Still, it's dangerous ground for the GOP candidate, who was weighed down yesterday by a boatload of criticism.
"They were just trying to score a cheap news cycle hit based on the embassy statement and now it's just completely blown up," a source described as a "very senior Republican foreign policy hand," told BuzzFeed's Ben Smith in an article in which the Romney campaign's strategy was described variously as a "bungle" and an "utter disaster." http://bit.ly/PiE63s
Nevertheless, it's still likely that economic issues will persist as the number one issue on voters' minds heading into Election Day. But it's worth remembering that four years ago - after a lot of talk about foreign policy on the campaign trail - it turned out to be the financial meltdown that ultimately helped deflate John McCain's presidential campaign.

NOTE IT!
ABC's RICK KLEIN: So the laser-focused-on-the-economy campaign went a little blurry with an ill-timed statement on an issue other than the Big One. Mitt Romney can't have that statement back - but neither can President Obama have his old environment back. As protests spread to Yemen overnight, the focus will turn to elements of the Obama foreign policy where the track record is mixed, at best. Romney needs to answer what he would actually be doing differently. Obama, though, needs to answer for more fundamental questions - how attacks and protest like this can be happening at American-controlled sites, and how we got to this point post-Arab Spring in the first place.
ABC's AMY WALTER: The challenge for Romney now is the same one he has stumbled on throughout the campaign: Can he provide a substantive counter-argument to Obama Administration policy instead of just rhetoric to the challenges America faces? With just 54 days left in the campaign, Romney is running out of time to make the case for why voters should pick him instead of why they should vote against Obama.
OBAMA: EGYPT NOT AN 'ALLY.' ABC's Molly Hunter reports: President Obama told Jos? Diaz-Balart, host of Noticiero Telemundo, "I don't think that we would consider [the current Egyptian gov't] an ally but we don't consider them an enemy." Those are very strong words that could mark a dramatic shift in America's relationship with Egypt.
MORSI: EGYPT REJECTS 'UNLAWFUL ACTS.' After Obama made that comment in an interview with Telemundo, the Associated Press reports: "Egypt's Islamist President Mohammed Morsi vowed Thursday not to allow attacks on foreign embassies in Cairo, saying the Egyptian people reject such 'unlawful acts.' Speaking during a visit to the European Union in Brussels, Morsi said he had spoken to President Barack Obama and condemned 'in the clearest terms' the Tuesday attacks on the U.S. consulate in the Libyan city of Benghazi in which the ambassador and three other Americans died." http://abcn.ws/Q58iQi

THE CAIRO EMBASSY'S P.R. DISASTER: STAFFER IGNORED INSTRUCTIONS. At least one Romney surrogate has suggested that the Cairo embassy's condemnation of the mysterious anti-Islam film was probably cleared by the White House, but The Cable's Josh Rogin reports: "One staffer at the U.S. Embassy in Cairo was responsible for the statement and tweets Tuesday that have become grist for the presidential campaign, and that staffer ignored explicit State Department instructions not to issue the statement, one U.S. official close to the issue told The Cable. ? MADISON?State health officials and the American Heart Association/American Stroke Association (AHA/ASA) today announced a $1 million federally funded statewide initiative to improve survival and decrease disability from stroke.
Wisconsin is one of 11 states to receive the funding over the next three years to participate in the Paul Coverdell National Acute Stroke Registry program, a model shown to enhance Emergency Medical Services (EMS) response and hospital-based treatment for individuals experiencing acute stroke. This is the first time Wisconsin has been selected to participate in the registry, which helps stroke centers compare and enhance the quality of their stroke care relative to national and regional benchmarks. The project is named after the late U.S. Senator Paul Coverdell of Georgia who suffered a fatal stroke in 2000 while serving in Congress.
?Stroke is the third leading cause of death and a major cause of long-term disability in our state,? said Dr. Henry Anderson, State Health Officer. ?The Coverdell Stroke Registry is an opportunity to expand the rapid-response, state-of-the-art stroke care that is saving lives every day in Wisconsin.?
?This award will help improve stroke care throughout Wisconsin and across the continuum of care ? from the call to 9-1-1 through emergency treatment and rehabilitation,? said American Stroke Association volunteer neurologist Dr. Justin A. Sattin, medical director of the UW Health Comprehensive Stroke Program and chair of the Wisconsin Stroke Committee. ?This effort brings together the critical stakeholders and technical support to improve the consistency of stroke care and reduce the burden of stroke-related disability.?
In addition to DHS and AHA/ASA, the collaboration will include the Wisconsin Stroke Committee, DHS Emergency Medical Services and a healthcare quality improvement organization. The program will work with 20 hospitals certified as Primary Stroke Centers and EMS providers that service these areas. Stroke teams will use the ASA?s ?Get With The Guidelines-Stroke? online tracking tool to monitor their performance. EMS providers will enhance their procedures based on data analysis in the Wisconsin Ambulance Run Data System (WARDS).
Collaborators will assist with quality improvement plans and coordinate educational events to help stroke and EMS teams share progress and best practices. The Wisconsin Stroke Committee, a multi-disciplinary group of neurologists, emergency physicians, nurses and professional associations, will collaborate on recommending a statewide stroke system of care and will share the project?s results statewide.
In 2001, Congress charged the CDC with implementing state-based registries that measure, track, and improve the delivery and quality of stroke care.

TRIPOLI, Libya (AP) ? Two former senior Libyan officials are on trial accused of squandering $2.7 billion in public money meant to compensate families of those killed in the Lockerbie bombing.
The 1988 bombing of a flight over Lockerbie, Scotland was one of the deadliest attacks on an airliner in modern history, killing all 259 people on board and 11 on the ground. Many of the victims were American college students flying home for Christmas.
Monday's opening session of the trial was brief. The judge said the trial would resume Oct. 15 to give the defense more time to prepare.
Defendant Abdul-Ati al-Obeidi was the regime's foreign minister while Mohammed Zaway served as head of the national legislature under Moammar Gadhafi, who was captured and killed by opponents in last year's civil war.
The two officials denied the charges.
